Barbacoas A district of southern Colombia whose postmaster issued (unauthorised) provisional stamps between 1901 and 1903.The first issue which consisted of type-set labell, was inscribed, (in Spanish), 'PROVISIONAL GOVERMENT OF THE UNITED STATES OF COLOMBIA. ARMY OF RESTORATION, BARBACOAS'. The value, (which ranged from 1 to 20c), wasadded below this inscription and they were endorsed at the base in manuscript by the administrator, Senor Bautista.The 1903 issues were inscribed 'NO HAY ESTAMPILLAS' meaning no stamps avalible, and these were surcharged with the value in manuscript. This issue was made under the authority of E O Ortiz and his name appeared on the stamps.All these issues were printed in black on various coloured papers. In total there are 5 diffrent stamps from the 1901 issue and 69 from the 1903 issue. Barcelona A Spanish seaport and the capitol of the Catalonian province of the same name. Three Republician overprints on Spanish monarchist stamps were made here between 1931 and 1937.In 1931, King Alfonso XIII abdicated and a Republic was immediately set up. Several Spanish towns applied republician overprints to monarchist stamps, pending a general republician issue.Barcelona applied its first overprint to the stamps to the 1922 and the 1930 - 1931 definitive issues. The straight line overprint 'REPUBLICA' is known with several varieties. The letter G sometimes appears instead of C. These stamps were issued from the 15 April to the 25 April 1931.The second overprint was the same word applied diagonally, (reading from the bottom left to the top right corner) and these were issued from the 29 April to the 5 May 1931.A third type, again with the same word applied diagonally, was used on the 1920 overprinted airmail stamp.Another overprint reading '1936 / ANIVERSARIO DEL / FRENTE POPULAR / 1937' is found on the 1c to 25c values of the 1931 republician issue. Barcelona Postal Express A private postal service that issued specia postage labels in Barcelona between 1907 and 1908.Very few of these labels have come to light and they are known with values ranging from 5 centimos to 1 peseta. All the labels feature various pin ups of the era. The stamps were canceled with red or violet handstamps with the wording Barcelona Postal Express.It is believed by the author that each value was produced with upto four diffrent central pictures, (it is possible that the true number could be higher). Very little is know about this issue or the designs and anyone with aditional information or illustrations of this issue is requested to submit any additional details so that we can start to build up a refrence for the benifit of al collectors. They were issued to raise revenue to pay off the deficit on large exhibitions which were held in 1929 and 1930.Barcelona and Seville both organised exhibitions in 1929 and 1930 to promote Spanish commerce. They built vast arenas and halls, and a commerative issue of stamps and labels were also made. Unfortunately they ran at an enormous loss and the Barcelona City Council was authorised to obligatory tax stamps to help pay off the debts. Barnard, J An early 19th century Mauritian watchmaker and jeweller, he engeved the plate for the Mauritius 'Post Office' stamps of September 1847. These were the first officially issued stamps of any British colony.His initials appeared in microscopic letters at the base of the Queen's neck on both the 1d and 2d stamps. He also engraved the plates for the 'Post Paid' stamps of 1848. Barnard's Cariboo Express This was an independent mail route set up by Francis James Barnard about 1858.It operated in British Colombia and its capitol, Vancouver, between 1858 and 1879. Barnard set up the express during the mining rush to the west coast. During the next few years he absorbed other local services.In about 1862, two types of stamp were issued to denote the fee that was paid or payable. Both of these bore the name of the express and had either the word 'PAID' or 'COLLECT' at the bottom. (United States of America).In 1845 two undenominated stamps were issued. The stamps were printed from a wood block on glazed paper. One value was produced on yellow paper and the other on red. Barquitos This is Spanish for 'Little Ships'.This is the nck name that is applied to the Buenos Aires issue of 1858 and 1859 which depicted ships.Forgeries ofthese stamps have been made on a large scale in Germany but genuine copies are rare. The service collected and delivered mail between the post office and the public. Two 5 centavos stamps were produced, one in brown and the other in green. It is thought that these stamps were produced in Paris and they bore Mora's monogram with the value and the inscription 'FRANQUEO PARTICULAR BARANQUILLA' within an oval frame. After studying under M Trolier as an engraver of coins, he produced many medals on historicial subjects. (He also engraved banknotes for many French banks).In 1842, Barre was appointed as chief engraver at the Paris mint and was responsible for the dies for many of the early French stamps between 1848 and 1860, as well as the eagle design of the French colonial issues.His son, (Desire Albert Barre), succeded his father as chief stamp engraver to the Paris mint, and he was responsible for the dies for the issues from 1863 to 1870.Desire A Barre also engraved the first Persian stamps and the first Hermes Heads of Greece.
